Director of Advocacy and Resource Mobilisation

As Director of Advocacy and Resource Mobilisation for Uniting to Combat NTDs, Stuart provides strategic direction and oversight for global advocacy, policy influence, and resource mobilisation efforts. With more than 25 years dedicated to advancing equitable and sustainable health outcomes across NTDs, surgical care, and Sexual and Reproductive Health and Rights (SRHR), Stuart is driven by the conviction that strong, evidence-based policy frameworks create lasting impact.

Since joining the secretariat in May 2022, Stuart has led on the development and implementation of global advocacy and resource mobilisation strategies that have successfully secured significant multi-sectoral funding from multilateral development banks, donor and endemic country governments, and philanthropic foundations. These efforts have not only increased visibility for NTDs across global and regional platforms but have also helped strengthen country ownership and long-term sustainability of NTD programmes. Stuart also helped lead on global advocacy for the Kigali Declaration on NTDs, securing broad, high-level endorsements that seek to catalyse political and financial commitments from governments, development institutions, and multilateral development banks among others.

A major focus of Stuart’s work at Uniting has been building and nurturing strategic partnerships that drive sustainable financing and political leadership for NTDs. He has worked closely with the African Union Commission, AUDA-NEPAD, Africa CDC, ECSA-HC, and the African Development Bank, developing MoU’s and strategic frameworks that have helped to embed NTDs within Africa’s broader health and development agenda. These collaborations have strengthened integration between NTDs, primary health care and the overarching goal of universal health coverage.

Prior to Uniting, Stuart has advised governments, UN agencies (including WHO, OHCHR, and UNFPA), and civil society partners on policy approaches, equity, and human rights. And, notably, from 2012 – 2020 Stuart directed a Geneva-based SRHR organisation, which he built from one staff member into a team of lawyers, researchers and trainers who became the leading voice on SRHR in Geneva. During this time, he developed and delivered highly successful training programmes for diplomats on negotiating resolutions at the Human Rights Council, influencing global policy and successfully mobilising multi-million dollar funds.
